Need help to start resort

My client is planning to start a resort with club with membership of resort. I need to know the authorities/departments from which I can take permissions, clearances etc. Anybody is here can able to give comprehensive list in this regard?

Department of Tourism, Department of Environment, Food & Drugs Department, Department of Public Health, Municipality, if within the municipal limit, Department of Agriculture, if agricultural land is proposed to be converted in to resort, etc.
