making housing society in ownership flat owners

Out of 28 flats only 14 flats owner is ready to make co. op. housing society in our building, Can we make a society? If yes than what is the status of who do not joine.

You can form society, the ultimate objective of the home society is to do the maintenance. So, you can maintain for your members only.

Normaly at the time of sale the buyers will are bound to form a housing society.
