Is it necessary to buy a Flag day stamp for obtaining LLR from Regional Transport Office?

The contribution to Flag Day fund is purely on voluntary basis, but, the state governments allocate and fix ceiling for collection department-wise in order to show that they are the highest contributors. This practice goes in T.N. since long. (T.N. remained the highest contributor!)
