Lien denied in esic

I'm working as a NURSING OFFICER in ESIC hospital for the past 8 years. I'm planning to join AIIMS , BHUBANESHWAR and I followed all the procedure while applying and secured NOC too . But I was told ESIC can't retain Lein as usually done for technical resignation . Can someone comment on this ?

You have not stated clear facts. While applying to AIIMS, did you submit the application through your appointing authority/your employer? If you on your own interest, you resign your job and to join in another institution, you cannot get lien.

Is it the case that technical resignation has been accepted, but lien has been denied?

Reply to Adv. P.Venu : Yes sir. They accepted my technical resignation and they denied saying lien will not be retained by the organization

If your parent department is not permitting lien on your resignation but accepted your technical resignation, you can take up the matter with state administrative tribunal by filing an OA to this effect for relief and remedy.

Thank u Adv.T.Kalaiselvan sir . THEY SAY ESIC IS AN CENTRAL AUTONOMOUS BODY SO LIEN is nt applicable as per some DoPT order . Really saying I tried to find the DoPT order but I couldn't find one
