Leave & license agreement

Dear Property Laweyrs & Experts,
Need advice if registration of Leave & License agreement is necessary if tenure is < 1 year.
I get confusing & contradictory answers.

When I tried to gather info, I found that, as per Maharashtra Rent Control Act 1999 clause 55. Tenancy agreement to be compulsorily registered under the Registration Act 1908.

Now, Registration Act section 17 & section 18 seems to be stating that Lease of immovable property term less than 1 year is not compulsory to register.

in maharashtra it is necessary to register the agreement . section 55 of rent control act provides inter alia registration is mandatory requirement
