Dear sir
I had not payed my land property tax from year 1999 onwards.Now I went to pay tax to my village office they told me you have to produce non encumbrance certificate to prove that no liability due to last tax has payed 16years back.I have the last tax receipt of year 1999 in original with me.I am ready to pay the fine amount.Why this encumbrance certificate needed.

Probably they wanted to be very clear that the property is not sold to any third party. If there is no problem, take the EC from 1999 to till date and produce the same to make your tax payment up to date.

If you were asked to produce the encumbrance certificate it means the authority wants to confirm the receipt of tax payment from the correct and genuine owner and not from some fake owner who would create problems by producing such tax receipts.
What Is the problem in getting encumbrance certificate, you can get it in the evening if you have applied for the same in the morning, nowadays you can get an online EC too from sitting at home.
