Dear Mr. Pandey,
Sec.463 is relating to Forgery &
Sec. 464 is relating to Making False Documents.
Basically, these section contains definition or you can say the essential ingredients of committing these types of crime i.e. nature of crime; there is no punishment cause in the sections. The punishment for committing these kinds of offences starts from Section 465 IPC.
