1)BSNL customer care at aurangabad has used ISO certificate after expiry date, can we register the crime under section 420 on the complaint of customer?

You cannot initiate criminal proceedings against the BSNL. To initiate criminal proceedings it requires sanction from the Govt.,
You can file a consumer complaint for playing unfair trade practice
