In 304a ipc , would charged be framed ?

please tell me in 304A IPC maximum punishment is 2 yrs & it is a summon case but some text book suggests to frame charge in this case.

yes, charges need to be framed.
It is a Bailable offence with max 2 yrs punishment.
JMFC WILL DECIDE THE CASE OF NEGLIGENT ACTS CAUSING DEATH, certainly after framing charges.
