IMP Circular.

after reading the attach doc can come to a conclusion that the circular is binding on all the department whether it may be (civil, criminal, tax or ANY ANY ANY ANY Deparmtent) also to ANY ANY Court. is there any law which says about the cirular.

A CIRCULAR IS A GUIDE LINE TO EMPLOYEES AND THIS PARTICULAR WILL APPLY ONLY TO CENTRAL SECRETARIAT ADMINISTRATIVE OFFICES OF CENTRAL GOVT.
BUT CERTAINLY IT CAN BE CITED AS ILLUSTRATION ELSEWHERE TOO.

I don't think it is actually in practice even in central secretariat. But I am agree with Mr. Singh that it is certainly can be cited as illustration.
