I want to know if some one by ignorance due to illiterate get two Identity card with separate Serial number what should be done to return one to Election Commissioner of India

hi, yes one should be return to election committee and retain that one which is correct as your identity.

Yes its very simple. Just surrender your earlier identity card with an requestion letter to cancel that.
