i believe that, if the grandfather deceased with in one year you will get from the tahsildar, more than one year you will get from the court only.

If you are talking for SUCCESSION CERTIFICATE , consult local advocate and apply in court.

Legal Heirs certificate is issue only to heirs of deceased government employees for limited purposes in the state of A.P. You can approach the Mandal Revenue Officer of your area who is competent to issue.

Apply for succession certificate in court, where all formalities would be told to you by your counsel.

As you are from A.P. you should follow the advise of Mr.Vishal.

In U.P. a legal heir certificate can be moved With respect to mutation of any immovable property before the SDM/tehsildar stating the name and death of the deceased and showing the relationship and right of succession under specific personal law of which the applicants persons are subject.

Succession certificates are issued only with respect to securities and debts but not for immovable properties.

Also my grand father is not a government employee. He was a Gold smith. Does this change anything in the process?
Advocate. Arunagiri (Expert) 14 December 2011
There is no need to obtain signature from any of your relatives, for getting a legal certificate.

Produce the proof of the relationship and apply to the local VAO. You will get the legal heir certificate.
