How and where to file a case against ndpl?

I want to file a case against NDPL as it has given an electricity connection to the extended structure of my rooftop flat. Major grounds for filing case are as follows:
1. The previous connection was for the address 123 Ist floor and within 15 days of its disconnection they provided a new connection at the same premises in the name of 123D on the same line and no verification was done or NOC given by 123C.

2. Ownership proof requirements were satisfied by an agreement to sell for 123D for a new electricity connection.(particularly for DDA flat)can agreement to Sellbe considered ownership proof legally.
3. Neighbour’s Bill as an essential formality for new electricity connection.
and submitted the disconnected electricity bill of same premises 123 Ist floor as neighbor bill.
6. Survey report does mention that previously the connection installed in the same premises was for an addres 123C Ist floor. The NDPL Connection form also shows the same report.
7. Due clearance report is required before sanctioning a new connection. Dues for the premises are still pending and NDPL is trying to recover the dues still. How was the due clearance certificate given?
8. Complaint were already registered (22 June 2010) for not sanctioning electricity connection at 123C Ist floor. How was the connection installed on 29 June 2010?
9.Besides DDA & MCD RTI reply confirms that no flat 123D exists

Please advise where and how can the case be filed. I have already submitted many complaints with NDPL but no action.
A case for declaration of fake property papers of 123D and possession has already been filed.

Against the NDPL you can file Writ petition in the high cor.
