Housing Federation By-laws.

Dear Sir,
I stay in Lokgram Complex, developed by M/s.Lok Developers of 23 Buildings of individual societies & one common FEDERATION (society) to look after overall maintananic of the complex.
The Federation election is to be held on 31.07.2010. The notice of the same issued on 03.07.10 stating that the outstanding payments to be made on or before 10.07.11 otherwise defaulter society shall be restricted for candidate nomination and voting for election.
My question - Is federation have this right to restrict society for nomination candidate and voting? because they have issued the notice on 03.07.11 & last due date was 10.07.11 which is very short period for societies to take decision and release payments.
2) Can we postpond the election?
3) How many times / Years one candidate is eligible to participate for election?
4)Is the bylaws for federation is different than Bylaws applicable to co-op societies?
5)As per Federation Bylaws the Capital shows Rs.10 Lacs i.e 10000 shares X Rs.100/ each, where as our balance sheet shows Rs.100000/- capital - How it is?

1) inorder to stand for election it is necessary that all dues be paid on time . the federation must have raised bills on your society but for reasons best known the society has not made payment . it is not your case that no bills were raised or that you have not received the bills .
2) please note that a defaulter cannot stand for election if dues have remained unpaid . federation is justified in ensuring that all societies make payment on time and refusing to take nomination on record .
3)you can write to the federation to submit copy of its by laws . cooperative societies are governed by model bylaws
