Government official restraining from taking benefit of schem

Sir According to maharashtra government minority department I am eligible for scholarship for students and for that purpose I am required to fill an offline form which is to be downloaded from the director of technicals website that is www.dtemaharashtra.gov.in/scholarships but this website is out of use similarly the helpline number is also provided and again no one answers the calls.
Sir please suggest me what legal action can be taken against the department as they are not cooperating. rather than restraining me from taking advantage of the scheme although I am eligible.
Also suggest how can. I get the work done....please Help....!!!!

You complain to concern department head and concern Minister. You write same to the National Minority Commission if you are Minority and eligible for scholarship of student.

Jain religion does not has minority status in centre but in maharashtra it is covered under minority.
Further I also tried to contact Directorate of technical education mumbai as well as Director of Higher Education Pune but both these offices not answering the calls on their contact numbers provided at websites as well as in newspapers ads.
Moreover they are not responding to emails.
My main problem is that I cannot go to mumbai or pune as I am handicap
So please help me sir to avail benefit of scheme for which I am eligible
