Getting licence for man power services to uae

I have opened a HR consultancy business for providing man power services to companies in UAE.
I came to know that, I need to get licence for my company for doing the man power supply and other HR services to UAE companies.
Request you to please let me know the relevant government offices names, address in Andhra Pradesh & email ids also if possible so that I can apply for license.

or make an application by RTI to District Magistrate to know in particular.Licence for overseas supply is needed ,how it proceeds in andhra is not known to me.

I think you should engage a local taxation side practising lawyer or CA for this purpose.

I guess I want to first find out the concerned government department that deals with this licence process. Then, I want to contact them and know the procedure and requirements for filing an application. I will contact a lawyer or CA only if the process seems to be so complex and is very touch for a common man to work on it. I mean if I know the process and application requirements, why should I contact lawyer or CA?
