Full & final not settled by employer

Dear Sir,

I worked in a Ltd. company for 4 and half years and resigned with a notice period of 15 days (the comapny policy is 2 months). Now it is 4 month's over and company not giving my F & F showing reason that I have not handed over my charge. Though I have done it but I have no proof of that. Now my queries are whether I should send a legal notice or can go to a legal action against the employer. But I do'nt want both. What else I can do? Company has not given relieving letter also.

It is better to amicably settle the dispute.
The legal option should be explored as last resort.

Sir,
In continuation of the above query I want to if I go for my PF waithdrawal personally, what I have to do? Whose signature is valid in place of employer signature?
