Fraud by builder

I have purchased a plot from Suparas homz with and agreement that after one year of completion he will return my money with 20% annualized interest. Now after one month he ia not paying my money back , he keep saying since 5 months that he will retun , market is down , but did not return a single penny.
Please suggest , how to go further, is "recovery case" is better option or "consumer court".. which one help me faster recovery of my money?
