Framing in court, what is it exactly?

During the Framing stage of a case in court, can the lawyers of both defendant and plaintiff suggest the court to which points shall be kept or not.
Or its only the judge who decides without intervention of either lawyer?

It's only judge who are framing issues of the case. Refer Section 9 of Civil Procedure Code.
