Fradulently opening bank account

Dear Sir,
My father is a paralysis paitent and due to family dispute my parents and myself are staying way from my brother. In my father name there was one govt contract work which my brother was taking car of .Every quarter my father has to sign the bills and amount use to come to my father account and later brother use to take the amount from my fathers accont- this was happening till jun 2013, post jun 2013 my brother had opened SB account in father's name on his own by forging my fathers signature and submitted bills to the govt dept by forgining my father signature and giving account details of bank which my brother has opened.
He has almost with drawn Rs.10 L through internet banking - but, he had not transfered any amount directly from my fathers account to his account . He was an income tax practioner he had collected money from his clients towards taxes and paid the same from my fathers account .
My father came to know about this after 5 months and he had immediately written letter to freez the account to the bank and to regional office of the bank stating that my father disown the account .Now Bank people had ceased the account - current balance is Rs.7.50 L and bank manager has orally confirmed that my brother had opened the account and not giving anything in writing and requesting us to close the account.Now what are the options available to my fahter legally
1. Whether to lodge a complaint with police agianst bank or my brother .
2.I f at all brother comes for compromise how to safe gaurd ourselfs to avoid future laibility

It is a criminal offence as your brother has committed criminal impersonation which is a grave offence for which criminal prosecution can set in motion.
However since it is a family issue, he should be left with his own decision on what to do on this.

It is family matter get it sorted out amicably.
In case no amicable solution is arrived, Write a letter to Bank to deposit back all the amount withdrawn through bogus signatures from the account and take action against the concerned Bank staff. Send copies to their head office. If the Bank fails to respond, lodge FIR.
