To start a company?

Learned experts,
My son is a software engineer.An offer has come to develop a software from a company. He has to submit quotation. The company wants the quotation to be submitted by company only. Now, he has to start a company. My query is can he not start a partnership firm and submit quotation? If he is to start a company, whom to meet?
Kindly advise.

He may start partnership fir, MSME or even one man compay, as he may like.

Please refer the conditions of the tender / quotations and proceed accordingly.

Mr. Rao,

But you have to see whether by the closing date, you would be able to complete formalities for formation of MSME or one man company. However, partnership firm may not take much time in establishing. But, whether the tender ondition permits a partnership firm to participate that you and your son have to see.
