I need advice of experts. I am a Public Sector employee. I am interested in joining a NGO, who works for human rights. Can a Public Sector join NGO ? Should I seek permission from my Public Sector, Personnel Department ? thanks !

You can join but you can not draw your remuneration. Voluntary service is always permissible.

Better check the Conduct & Discipline Rules of your organisation in which certain instances of misconduct or the necessity of prior permission of the competent authority is required to be observed on the part of the employee.
