Take back certificates from the employer

Respected and Learned Advocates,
One of my friends was worked in a Pvt Finance and their he got job only after giving security of his marks Cards that is 10th, 12th and complete 3years Graduation Original Certificate for that the Pvt Company gave him acknowledgement stating the all certificates No and total No of copies, and the employer promised to return the certificates at the time of quieting job.
My friend quit that job 8 months ago and the employer till now not returning his Original Marks Cards nor did reliving letter neither the employer reject his resignation letter.
Now my friend want take back his Original Certificates, please suggest …

Ur frd must have signed Bond for X yrs of service, that is not completed. left in between,
Otherwise issue Legal notice demanding Doc + certificates, and reason for withholding.

Any "fraud/ claim by client/ employer???

No Sir, He did not Singed any Contact or Bond and he has not committed any Fraud...etc., and he is still in touch with the HR of the firm and the are promiseing him every visit that they will return it....they keep on promiseing him from last 4 to 5 months...
he quite the job nearly 7 to 8 months ago if he is committed any fraud the employer is free to take any action agianst him in these time, So I don`t think he has committed any fraud or....
