is there any indian law or Act on plagiarism? is there any legal text for authors to follow who want to write and publish a book?

you youself has given the answer in the heading of this query that means you are aware of the copyright act, 1957 then what is the confusion over the authority of the same.
the said act regulates plagiarism. any author must keep the said act in mind while writing and publishing books, literary works etc. the consequences may be criminal also as it attracts penal provisions also.
