Notice from police

as per change crpc 41, police is suppose to serve a notice to husband before arrest is made. 498a case

What form of notice is considered legal.

Can oral summon or notice be made by IO?

It is not enforced in the complete country as of now.

Kerala State DGP was the first person in the country to issue related instructions to all police stations after amendment of CRPC but shonee being sufferer himself knows better .
