best thing you can file PVT complaint directly at court with your lawyer. before that you send legal cause notice to above said two person, aftter issued legal notice wait some time, if the will not take any stpes after that you file case against them.

dont pay any bribe . once VC has verified documents sent by you and sent papers to concerned police station FIR would follow .

however please note that once you wife discovers you are the brain behind filing of FIR she will definitely file some cases against you as counter attack
