Who has right to decide transfer fee (payable on purchase of house) in housing society ? Can all the owners of the society change the rule of transfer fees?

In city of Mumbai or Municipal corporation, Max trf fee is Rs. 25000/-

Burden on Seller, but can have joint agreement on who will pay, is binding.

Dear experts,
let me clarify my qurery, i am want to know rules of transfer fee in GUJARAT.
In our society purchaser of the flate have to pay 1% of purchase value to the precident of the housing society as transfer fee.

My doubt is whether all the flate owners can change this rule ?

The rule for revising the fee for the purpose will be decided in the AGM or any other special meeting by passing a resolution to that effect provided the bye-laws are conducive to the proposal. Verify from the association bye-laws and other rules mentioned in the memorandum of association.
