Bmc aquisation of land

i am tenant since last 100 years pagadi system now bmc is aquiring land of landlord for failure to pay property tax , some of out tenants are willing to redevelop with some local builder with all promises , i just want to know wheather we can develop without landlord concent ?

for redevelopment of building you need landlord permission . talk to the landlord offer t pay property tax dues if he gives permission to redevlop the property
