In a sale deed or other documents, My question is when title or No encumbrance certificate is required ?

Title at the time of sale deed denotes that there is a valid document which clearly shows that the seller is valid owner of property under sale.
Non-encumbrance certificate on the other hand is a certificate issues by revenue/concerned authorities to the effect that the property under consideration is free from all types of encumbrances means it is free having no any loan etc.
