We are working in Mahila Samakhya a govt. of india programme for empowerment of women. Mahila Samakhya is a registered society under society registration act 1860. There are more than 1000 employeed working. all the employees are on yearly contractual basis and the contract is renewed year to year on performance and appraisal basis. The govt of india approves the program as per five year plan. It is more than 20 years that the program is continuing. no benefits of dA epf/cpf is provided to employees, no social security, contract renewal fully depends on Director whether to renew or not full chance of discrimination. can this matter be resolved or put before the high court for justice. how long regular work on contract basis can be taken from a employee.

well now its matter of govt. policy, after Uma Devi's judgment by Hon'ble SC the back door entries are shut now.
if there is no policy by the govt. to regularise such employees then I dont see any hope before High Court or Supreme court in this regard.
the plan may be approved but the job itself is to be governed by the terms of the contract only.

If the program is extended on year to year basis, regularisation of services cannot be expected, as regularly sanctioned osts are necesaary for regularisation of contractual employees. extenstion of service of course depends upon the mercy of the competent authority.

U are working in a Govt of India Programme for empowerment of woman,good.But it is a NGO .Jobs in NGO are purely as per NGOs own rule regulations.It is not Govt job and ID act does not apply to NGO.If u are expecting a job having CPF,GRATUITY etc benefit then dont apply for contractual job because contractual job ends on completion of contract.So it is not a setteled job.But if u have thrust for social service and u are having other source of income locally so that u can earn esonable sum to pullon family then only u prefer a contractual job. As regards your querry when u have accepted contractual job which ends by particular period each contractual job is a separate contract not linked with other ensuing contract.No benefit of PF etc.. can be claimed.
