whether the consumer forum has a right to transfer the degree amount into fixed deposit of A BANK on behalf of the degree/judgement holder.

Please elaborate the facts of your case. There must be some justification for the Consumer Forum to transfer the amount to Fixed Deposit of a bank on behalf of the decree holder/judgment debtor.

Consumer Forum can get deposited the amount awarded in compensation into a FD in the name of decree-holder/complainant for a certain term subject to certain conditions.
