Vanishing Tree Plantation Schemes

Dear sir,
My father had invested money in 2 tree plantation schemes(Eucalyptus & Teek) at 2 different places in Punjab & M.P wherin he had paid for a land half & one acre respectively and has got a sale deed (Kharedi khat) for the same in 1987. The promotors were supposed to plant trees on this land and after a period of 6 yrs were to hand over the land with the grown up trees to the buyer. Subsequently nothing happened as per the rosy pictures painted by the promotors. They didnt reply nor accepted reg letters. What shuld b done and what is possible?
