What is the procedure for taking admission in foreign universities ?

there are different rules for different universities and some take admisiion test but some dont.
you visit any counsellor and he/she will do the rest of the work for you and that would be free of cost since they get commisiion frok universities.
if going to some english speaking country you need to have requisite IELETS/TOEFEL SCORE.
