AFO 33/2017 laid down some conditions for Airmen to apply for civil services (UPSC /SPSC). As this AFO is cancelled and there is no online portal in Indian Airforce to take permission online. While we seek permission offline, authority says there is no provision for permission to apply for civil services currently.
The discussion clarifies the rules for Indian Air Force personnel applying for civil services, specifically concerning AFO 33/2017. While this AFO was previously cancelled, there's a court case (Sgt Samant Singh Sengar vs. Union of India) that may provide guidance. It appears that Skilled A category employees might still receive permission to attend UPSC or SPSC exams, but this is not guaranteed for all.

To my best, AFO 33/2017 was not cancelled till the year 2023 and if you are a Skilled A category employee, the authorities shall issue permission to attend the UPSC or other SPSC exams. Otherwise, no consent will be issued.
