Car parked in residential society stilt parking is damaged by mischievous .
Society registrar gave notice for MC of society to resolve but no response.
Police gave advise but they said cctv not permitted.

There is nothing wrong in you installing a CC TV Camera in your own parking space. He might have fixed it for monitoring misuse of his parking space which is not illegal by any law. It is his own property so he cannot be directed to fix it in the common area for the benefit of all or to remove it.
There are no specific laws in India that regulate CCTV cameras in residential areas.
You should not install security systems in places where people reasonably expect privacy.

Your query lacks clarity.

If you mean to say that Police told CCTV footage is not aid in investigation then, they are talking non-sense. The new Criminal code even makes obligatory of video recording (earlier optional) for police. If that is so they are talking non-sense.

But you have hidden the facts :-
(i) Whether any complaint made to police?
(ii) Who made the complaint?
(iii) Whether complaint is closed?

You have hidden the facts as to whether any you (or anyone) had made (or not made) any complaint to RIC. But your description indicates that there is complaint and there is no response. You are not telling at all
(i) Whether ROC fixed any date of hearing.
(ii) If so whether MC was present.
(iii) If so what did they plead?
(iv) What ROC decided.

You have also not at all indicated as to :-
(i) Who car belonged.
(ii) Whether car was insured
(iii) Whether any claim applied before consumer court.

A clear opinion can be expressed if the facts are shared.
