Eligibility of age relaxation for upsc exam

Sir,
I am working in a Central Autonomous Organization under Dept. of Biotechnology, Ministry of Science and Technology. I want to apply for a post advertised at UPSC but I need age relaxation for applying that post.Now, my queries are:
1) Am I eligible to get age relaxation under the category for relaxation of Govt. servants as mentioned in the advertisement?
2) Are the employees working at autonomous organization funded by Govt. of India be considered as a central Govt. Servants?

If yes, can you provide some memo/ order copy?
