What are the rules for transfer of father's self acquired property? Does it make any difference if the father makes or does not make a will in respect of the self acquired property?

Yes, it makes whole lot of differences.
In absence of Will or other testament his property will be equally divided among all his Legal heirs.
If he has someone in mind to give this property then he can execute gift deed to do so
