Visa fraud

My firm in the USA was used to obtain H1-B visas for a couple of Indian citizens. The firm that gave these people has used the visas to obtain foreign exchange for travel, etc that they have already claimed as business expenses. The employees never came to the USA.

1. Can I file a case of cheating against them for using visas sponsored by me to cheat the Indian govt. and cause me disrepute?

2. Do the Indian courts have jurisdiction to obtain visa and other documents from the American Consulate?
