Is sc certificate is valid in delhi issued in uttar pradesh

Dear Sirs,

I got married from a girl belongs to UP in 2011. she has SC certificate issued by UP govt agency. Now, we are living in Delhi. Now, if my wife want to apply in state/central govt job or for admission in any educational institute on the basis of SC reservation, can she apply on the basis of SC certificate issued from UP. or she has to apply for SC certifiacte in Delhi ?

She need not and cannot apply certificate in Delhi.
