Generally the legal position is that if the Govt does not use the land acquired for the purpose for which it had acquired the land for more than five years, the owner can claim restoration on payment of certain amounts and refund of the compensation amount with interest at the prescribed rate. But many state Govts have amended the law to prevent such claims. Hence you will have to check the position in Gujarat.
