Mediclaim for contract workers

Dear members,

A company intends to provide mediclaim facility to it's contract workers who are not on the payroll of the company. Is there any possibility of them claiming to be employees of the company on this basis? If yes, under which Act is this covered. What are the possible solutions for this.
