can a ward member give an identity certificate to one of the person residing in his constituency for office purpose before selection of a mayor

no its not valid one, but you can get affidavit with two witness.

identity certificate is issued only by the District Magistrate after proper inquiry.

Identification can be made by Counselor of a ward but he is not authorized to issue any certificate for that purpose for office purpose.
