Issue a legal notice him not to marry unless case is decided from HC, otherwise you will sue him for bigamy.

you may bring this fact to the notice of HC by filing a misc civil application in the said proceeding or a notice of motion depending upon the procedure prevailing in your HC and seek injunction. If that is not permissible, file urgent suit without sending notice. notice is not necessary.

If the SHO is not taking the complaint, send a complaint to the SP or the DCP as the case may be with a request to take cognizance. You may also file a criminal complaint in Court with a request to issue direction to police to investigate. Take help of NGO to create atmosphere that would compel police to take action.
