regularisation

GHMC of Hyderabad announced regularisation process of apartment flats,for the deviation from the original drawing, in the year 2008. I was on tour to US and requested my Builder to do the necessary help to me in the form of filing the same. Builder informed me that my flat was shown in the original approved drawing and hence it is not required. After I came back from my trip, I checked the drawings and found my flat was shown in the approved drawing and the area shown was only 700 sq.feet where as the actual are of construction is 1100sq.ft and with common area it becomes 1350 sq.feet. I was continuously following up with the GHMC and they are not interested in taking up my case since I have not applied in the first instant. I was continuously denied the opportunity to apply for the BRS each instant. Now GHMC is running around the people who have applied for BRS with meager amount of Rs.1000/, asking them to regularise with paying full amount. I am ready to pay the full amount to get it regularised willingly and I have been denied the opportunity. How to handle this situation?
Kindly help me with your suggestion.

If You have to file Application for Regularization!
To my Knowledge the last date was extended till 31-12-2010 - even Now you can prepare the application for Regularization through a licensed Surveyor of GHMC and caliculate the amount payable and pay a part of it through Demand draft with an undertaking to pay the balance amount and take acknowledgment of the Application and DD Payment /or/Send the Application & DD in Registered post. - in case your application is not considered- request the Secretary Municipal Administration/Ministry for extension of time/Delay consideration on basis of the facts mentioned in the query /

Dear Sir,
During the above mentioned period (upto 31/12/2010), I visited Chandanagar GHMC and they simply refused my application becaused I was fresh application. They were entertaining the people, who have paid some depository amount, when the scheme was initially opened in year 2008. Because of this I could not submit. Subsequently, GHMC Chandangar, has engaged an auto with loud speaker and keep on informing the people to pay the balance money and get it regularised. My uprahension was, when I was ready to pay Rs.18000/- (full regularisation amount), GHMC does not want to take becaused I did not come in the year 2008, where as they are running pillar to post to collect the balance money from the people who have paid a peanut of amount.
Even today I am ready to pay the full amount of Rs.18000/- (house below my flat, the same size of mine, paid the same) and get it regularised. Is there any valuator who can help me in this regard.
