Registrability of notification under 4(1) of LA Act1894

Should the Notification under sec 4(1) of LA Act,1894 be compulsorily registrable?

No. Unfortunately it is not compulsorily registrable.

Definitely it requires registration compulsory to save cheating with innocent persons.

A government digs a huge deadly ditch on a road and fails to place a warning signal near the ditch, barricade the road and ban entry into the road till the ditch is set right. The govt also fails to inform the traffic policeman at the entry to that road about the ditch it had dug and if the policeman allows traffic in to that road authenticating that there is no problem with the road also collecting a toll/tax to pass through that road, and if all people who take that road fall in to that ditch, is it not right to hold the govt which dug the ditch responsible for the injury or death or loss suffered by those who fell into that ditch especially when incidents of similar nature are recurring throughout the country for over a century.
Is n't the law relevant to digging of such ditches flawed in respect of not providing for barricading such roads, banning entry into such roads and in respect of failing to ensure coordination between the officail who digs and the official who controls traffic to that road in respect of notification of the digging project.
