We are company having captive power generation.
question 1: Can we sell electricity to the employees at cost of production who are residing in our colony in side the plant.
Q.2: Can we sell electricity to mobile company who is having tower in our premises.
Q.3 Can we sell electricity to Contractors are working in our company and staying in our colony.

it depends upon the state law for such things. contact the electricity dept of the state where you operate for further guidance.
