First issue a legal demand notice demanding the return of the advance paid amount with interest from the date of deposit, failing to respond you may file a suit for recovery of your money through court of law.

Yes. Issue a legal notice to the seller/builder and then file a recovery suit in a civil court.

You may file complaint before Consumer Commission and claim the amount paid advance to BMRDA under sale agreement which was not refund within stipulated period and also claim compensation as it is deficiency in services of BMRDA.
