Issuance of new aadhaar card and updation of voters id

Dear learned Experts,

A distant relative of my spouse who has also had a mental illness (since childhood) lost her parents 20 years ago and she is staying alone. However, we have been taking care of her and due to her health issues and constantly going out here and there and not staying at home we felt to place her in elderly care and the elderly care institution too agreed to admit her subject to providing them her aadhaar card.

We got to know that she did not have an Aadhaar card, however, she had a voter's ID that was made in the year 1995, when we approached the Voter's ID office, it was informed that the voter ID was outdated and there are no records in the current voter's list as she has not voted in the last two decades causing deletion from the list. The office suggested producing any government documents or bank passbooks, birth certificate, etc to make changes to the voter ID.

To our knowledge, she has no documents except the older version voter ID which is not valid.

Also approached the Aadhaar office, and they also suggested that an updated voter ID is mandatory.

If an individual does not have proof of identity (PoI) and proof of address (PoA) documents, they can apply for an Aadhaar card via an Introducer. An Aadhaar introducer is a person who has been identified and notified by the UIDAI registrar or regional office. The introducer must already have an Aadhaar number and be present at the Aadhaar enrollment centre for introducer-based enrolments.

Contact local office of Aadhar for proper guidance, however, it is not a legal issue.

A resident Indian can get an Aadhaar card without an identity card by: Enrolling with an "Introducer, Submitting proof of relationship (POR) documents, and Contacting the UIDAI office for home-based enrollment.
Aadhaar is a voluntary service that can be availed by anyone, regardless of documentation.
An "Introducer" is someone who is authorized to help residents without the required documents enroll for an Aadhaar card
If an applicant doesn't have valid proof of identity or proof of address, they can submit a POR document
The UIDAI office can provide home-based enrollment services for senior citizens, the differently-abled, or those without biometric details.
Aadhaar enrolment is a document based process where applicant to submit proof of identity (POI) and proof of address (POA) at the time of enrolment. To record date of birth of applicant as 'verified' in Aadhaar, document to prove the date of birth (PDB) to be submitted.

The reply of voter office is not conniving.

The deletion from elector roll is made on the basis of BLO report who doe snot have access to the information as to whether the persons has in past voted or not. There may be other reason.

You have not hared the extent of mental illness. Mere mental illness or dimming of faculties does not render a person ineligible to vote. But if he can be called mental wreck (unable to understand) then he/she cannot vote. But there appears no rule in keeping the person off the electoral roll.

The query regarding Adhaar Card is basically of procedure and not law.
