refer your allotment order and check whether it was outright sale to you or just lease if it is sale then write a representation to the authorities and enclose all necessary documents like allotment order, payment receipts etc., and seek execution of sale deed in your favour, if that does not work then approach high court seeking direction to the authorities for execution of sale deed

Refer your allotment order and check whether it is outright sale or lease if sale write to them enclosing all documents such as copies of allotment letter, payment receipts and seek execution of sale deed in your favor if it doesn't workout challenge in Highcourt through a Writ seeking directions to authorities to execute the sale deed in your name.

Admittedly, you had purchased the land not from MUDA, but from the person who had been granted or allotted land by the MUDA, It is that person who needs to execute the deed of conveyance.
