I was served with a charge sheet on my last working day on 28th February 2018. For an alleged malpractice in 2011. Complaint was made by my subordinate officer to vigilance bypassing higher officials. He has sent me a somewhat blackmailing sms one year back. Is this a case of harassment? Please let me know sirs.

You seem to be grossly in a misunderstanding that you can escape from the departmental inquiry if harassment case is filed against someone. Even if there is any instance of harassment, the fact finding departmental inquiry will have to be conducted by the disciplinary authority or by the the inquiring authority appointed by the disciplinary authority. Better concentrate on defending your case in the departmental inquiry instead of adopting some wrong course of action. Even otherwise also, the nature of the charge and discussion on the facts pertaining to the incidence of malpractice is necessary to judge whether the case relates to harassment or is real one.
